There are few ways through which you can enable USB debugging on Samsung Galaxy S10 phone.
Open Settings > About Phone (or About
Tablet 
for tablet users) > Build Number.
Tap on Build Number for 7 Times (applicable
for Android 4.2 and higher OS version)
When you are done, you’ll see the message “You are now a developer!
Now go back to Setting you will see the Developer
Options
